Rickie Caylor was sentenced to prison in Polk County Criminal Number FECR231992
for a period not to exceed 10 years for the crime of Possession of a Controlled
Substance with Intent to Deliver - Methamphetamine, for a period not to exceed 5
years for the crime of Failure to Posses a Tax Stamp, and for a period not to exceed
5 years for the crime of Possession of a Controlled Substance with Intent to Deliver
- Marijuana. The Court ordered the sentences to be served consecutively for an effective
term of incarceration not to exceed TWENTY (20) YEARS. The defendant was prosecuted
by the Polk County Attorney’s Office Drug and Gang Bureau.
Julie Grandstaff stipulated that she had violated the conditions of her probation
in case number FE216720. She was previously granted probation for the crime of Conspiracy
to Manufacture a Controlled Substance, a Class C felony, and Possession of Pseudoephedrine
and Lithium With the Intent It Be Used to Manufacture a Controlled Substance, Class
D felonies. Ms. Grandstaff’s probation was continued and she was order to complete
relapse prevention and enter the Women’s Residential Facility at the discretion
of her probation officer. This defendant was prosecuted by the Polk County Attorney’s
Office Drug and Gang Bureau.
On January 29, 2010, Defendant Holly K. Higginson, entered a plea of guilty to the
charge of: Possession of a Controlled Substance With Intent to Deliver as alleged
in Count I of the Trial Information, in violation of Iowa Code Section(s) 124.401(1)(d),
a Class D Felony. On April 19, 2010, Defendant Holly K. Higginson, was sentenced
to a period of incarceration not to exceed 5 years for the charge of: Possession

(s) 124.401(1)(d). The sentence in this matter was suspended and the defendant was
placed on probation for a period of 5 years. The defendant shall be supervised by

Defendant Delbert D. King Jr., entered a plea of guilty to the charge of: Possession
of a Controlled Substance Third Offense, in violation of Iowa Code Section(s) 124.401(5),
a Class D Felony King was sentenced to a period of incarceration not to exceed 5
years for the charge of: Possession of a Controlled Substance Third Offense, in
violation of Iowa Code Section (s) 124.401(5). This sentence shall run consecutive
to the sentence in AGCR206440 for a total period of incarceration not to exceed
10 years. The defendant shall be committed to the custody of the Director of the
Iowa Department of Corrections. Delbert D. King Jr., was prosecuted by the Polk

Jonathan Cheatem was placed on more restrictive probation conditions after being
charged with a driving violation while on probation.
Richard Webber was sentenced to a fine totaling $1250 for criminal mischief in the
3rd degree, two counts. Mr. Webber paid all restitution at the time of sentencing.
On March 9, 2010, Defendant Jeffrey M. Larimer, entered a plea of guilty to the
charge of: Possession of a Controlled Substance With Intent to Deliver as alleged
in Count I of the Trial Information, in violation of Iowa Code Section(s) 124.401(1)(d),
a Class D Felony. On April 20, 2010, Defendant Jeffrey M. Larimer was sentenced
to a period of incarceration not to exceed 5 years for the charge of: Possession
of a Controlled Substance With Intent to Deliver as alleged in Count I of the Trial
Information, in violation of Iowa Code Section (s) 124.401(1)(d). The judgment was

Richard William Reed pled guilty in FE233958 to two counts of assault with a weapon.
Reed was already on parole and was sentenced to 2 two years sentences consecutive
to each other and consecutive to his parole.
Shandy Campbell plead guilty to the crime of Possession of a Controlled Substance,
methamphetamine, With Intent to Deliver, a Class C felony, in case number FE234384.
She faces a maximum indeterminate term of ten (10) years and is eligible for probation
on this charge. She will be sentenced on June 2, 2010 at 9:30 a.m. in courtroom
207. This defendant was prosecuted by the Polk County Attorney’s Office Drug and
Gang Bureau.
On April 21, 2010, Defendant Douglas A. Johnson, entered a plea of guilty to the
charge of: Possession of a Controlled Substance Third Offense, in violation of Iowa

Wesley Wilson pled guilty in Polk County Criminal Number FECR234148 to the crimes
of Conspiracy to Deliver a Controlled Substance and Failure to Possess a Tax Stamp.
Sentencing was set for a later date. The defendant is being prosecuted by the Polk
County Attorney’s Office Drug and Gang Bureau.
Justin Staley entered a plea of guilty to Attempted Burglary 3rd Degree in FE234979
for his involvement in breaking into a home and stealing some electronics while
the residents were out. Staley was sentenced to two years in prison, which was suspended
and he was granted probation with conditions that he complete 100 hours of community
service work, meet with the victim of this crime of she so desires and make any
restitution which is due.
Randy Lee Davis pled guilty to Murder in the Second Degree in the shooting death
of his wife, Michelle Davis. Michelle Davis was shot on September 11, 2008 while
travelling on I-235 through the heart of Des Moines. The Des Moines Police Department
investigated the case. Sentencing is set for May 3, 2010. At sentencing, the court
must impose a 50 year term of incarceration and Randy Davis must pay at least $150,000.00
in restitution payment to the victim’s estate.
Jovany Castillo Aguilar and Concepcion Hector Sanchez-Aguilar were each sentenced
to a term of 10 years in prison after pleading guilty to Robbery in the Second Degree.
These men, co-defendants in the robbery of an employee at the Ecualatina Grocery
Store at 2400 – 86th Street in Urbandale, Iowa, on December 21, 2009, now must serve
at least 70% of their prison sentence, or 7 years, before they are eligible for
parole. The Urbandale Police Department investigated this case. A third individual
charged with the robbery, Umberto Pelaes, is still awaiting trial.
Raymond Hansen plead guilty to the crime of Conspiracy to Manufacture a Controlled
Substance, a Class B felony, in case number FE234759. He was sentenced to an indeterminate
term not to exceed twenty-five (25) years and must serve a mandatory one-third of
this sentence prior to becoming eligible for parole. He was granted a one-third
reduction of this mandatory minimum for his acceptance of responsibility. This defendant
was prosecuted by the Polk County Attorney’s Office Drug and Gang Bureau.

Cody Warner plead guilty to the crimes of Possession of a Controlled Substance,
clonazepam, With Intent to Deliver, an aggravated misdemeanor, and Failure to Possess
a Tax Stamp, a Class D felony, in case number FE234849. He faces a maximum indeterminate
term of two (2) years and five (5) years and is eligible for probation on this charge.
He will be sentenced on June 3, 2010 at 9:00 a.m. in courtroom 207. This defendant
was prosecuted by the Polk County Attorney’s Office Drug and Gang Bureau.
Keith Lomax was sentenced in Polk County Criminal case number FECR233054 after previously
pleading guilty to Robbery in the Second Degree and Theft in the Second Degree.
The Court imposed a sentence not to exceed ten years. The defendant will have to
serve at least seven years prior to being considered for parole.
Christopher Meisters pled guilty in FE235731 to Possession of a Controlled Substance,
3rd offense as a habitual offender and Burglary 3rd Degree as a habitual offender
on April 23, 2010. He agreed to be sentenced to a term of incarceration not to exceed
30 years with a minimum sentence of 6 years before being eligible for parole if
he is sentenced to prison. Pending sentence, Meisters will participate in the 5th
Judicial District Drug Court Program. He will remain in Polk County Jail pending
placement at the Mount Pleasant Iowa Residential Treatment Facility (IRTC). Upon
successful completion of IRTC, he will reside in a ½ way house and participate in
the Drug Court programming for approximately 16 months. If he is successful in Drug
Court, he will likely be granted probation. If he is unsuccessful, he has already
agreed to a 30 year prison term.
