Barton Solvents After-Action Review (AAR) Published

On 29 October 2007, a massive fire and multiple explosions occurred at Barton Solvents, 1910 NE Broadway Ave., in Saylor Township just northeast of Des Moines, Iowa. Following the incident, those involved gathered to discuss the response and actions needed to improve future preparedness and response activities. Details in the published document summarize the significant items identified for improvement as well as the highlighted positive outcomes of the incident. The document suggests that improvement actions be taken in the following areas: development of an automated alert notification system; more fully integrating support functions into the unified command system; greater awareness of transportation diversion route planning; mass casualty incident plan modifications; communications interoperability; and hazardous materials incident reimbursement policies.
Significant successes are also identified such as: the personal injuries and deaths avoided; property protection and avoided property losses; limitation of environmental damage; agency dispatching and resource management efficiencies; and effective interaction between public and private sectors at the incident scene.
