City/County Initiatives

The City of Des Moines IT and Polk County General Services have an extensive and fruitful collaborative relationship. The two entities work closely together to develop design and implement technology solutions to best utilize resources and minimize costs.

The majority of the efficiencies gained are operational in nature, but here are a few of the projects and initiatives that have been completed in the past year as well as some of those in progress.

The following projects have been evaluated to determine the feasible and cost savings for both City of Des Moines, and Polk County.

  1. City of Des Moines - Polk Data Network Connections
    1. City of Des Moines has a housing service department in the basement of Park Fair Mall. Polk County North Side Senior Center is located adjacent to the City Office. City has provided 3 network connections from network switch to Senior Center. This will save Polk County the monthly cost of a leased data circuit to their office.
      1. Work and connectivity has been completed
      2. Polk County has cancelled lease of 56K line effective 1/1/2006
      3. Projected annual savings of $960/year
    2. City of Des Moines and Polk County shared the cost of fiber installation from Armory Building to Polk County Communications Center at 6023 NE 14th St. Polk County Public Works/Engineering is also located at that location. Polk County has extended fiber from Public Works/Engineering to Communications Center. Those offices have been connected to fiber from City Armory Building to Polk County Administration. This will save Polk County the monthly cost of leased data circuits to those offices.

      2. Polk County has cancelled lease of T-1 line effective 9/1/2005
      3. Projected annual savings of $4,560/year
    3. City of Des Moines Franklin Library and NW Community Center are location beside each other at 5110 Franklin Ave. Polk County and the City of Des Moines have proposed a wireless point to point network connection between those building. Final arrangements are being made to complete the connectivity. This will save Polk County the monthly cost of a leased data circuit to their office.

      2. Not Completed, IP addressing issue needs to be resolved.
      3. Projected annual savings of $4,560/year
    4. Polk County has a few new infrastructure initiatives that pose opportunities to further share resources between the City of Des Moines and Polk County. Polk County IT, Des Moines IT and MetroNet will be working in the coming months to finalize connectivity options for the new Polk County Jail and Oliver Plaza project. These initiatives have the potential to provide substantial shared services and savings.
  2. Parks Reservation System
    1. On October 17, 2005 the State of Iowa Information Technology Enterprise (ITE) issued a new RFP for the state website services contract. Iowa Interactive retained the contract for those services.
      1. ITE chose Iowa Interactive and went live with the "Cabin" portion of the reservation system in January 2006. The "Campground" section of the site went live the following month.
      2. Polk County Conservation and City of Des Moines Parks are continuing to work with Iowa Interactive on their system requirements and design components.
      3. Polk County and Des Moines IT will be coordinating efforts with both Parks entities in the coming months to design the Iowa Interactive solution with a collaborative approach.
  3. Public Safety
    1. Dispatching from Polk County Dispatch Center from the City of Des Moines Intergraph CADS/RMS/JMS placed into production on May 2, 2005. Reports Management (RMS) was placed into production on May 16, 2005. Jail Management (JMS) was placed into production on August 1, 2005. All applications have been functioning without major problems at this time. Negotiations are in process to determine how and when WestCom could also be a member of the combined system.
  4. Networking
    1. City Information Technology would like to create a long range road map/plan as to what the City Network (CDMNET) should or may look like in the future. This would be a great project to share and overall long range road map for both City and County.

  5. Online Learning
    1. Polk County has added DMPD staff users to the LearnPoint In-Service on-line training user list. This will provide 500+ users with 24hr on-line access to Law Enforcement training. Polk County IT will coordinate with Des Moines IT and HR to expand on other training initiatives including MindLeaders and stand-up classroom training.
