The driver of the motorcycle killed in Saturday’s crash has been identified as 57 year old Joseph Anthony Davis of Des Moines. 

The Iowa State Patrol is investigating the accident and any related charges would be filed by the Iowa State Patrol.

MOTORCYCLE FATALITY ACCIDENT - OCTOBER 29, 2016 Mon, 31 Oct 2016 07:54:29 GMT /sheriff/news-press-releases/motorcycle-fatality-accident-october-29-2016/ MOTORCYCLE FATALITY ACCIDENT

 

            On Saturday October 29th, 2016, at approximately 5:25 p.m., Polk County Sheriff’s Office received a call reporting a personal injury accident involving a motorcycle and minivan in the 10300 block of Polk City Drive.  Polk County Sheriff Deputies along with Polk City Police, Ankeny Fire and Rescue, Polk City Fire and Mercy Air Life were dispatched to the scene.  

Witnesses stated that two motorcycles were travelling north on Polk City Drive in a construction zone when a vehicle attempted to pass them as the road opened back up to two lanes.  According to witnesses, the victim was unable to get over into the proper lane as this vehicle passed and was forced to lay his motorcycle down and then collided with a stopped vehicle waiting to travel south on Polk City Drive. The victim died at the scene as result of his injuries. 

 There were no injuries to any passengers in the minivan.   

Polk County Sheriff Deputies will continue to investigate the circumstances surrounding this incident.

Polk County Sheriff’s Office Detective Jake Hedgecock and Detective Ryan Evans received a certificate of recognition today from Sheriff Bill McCarthy for their dedication to the citizens of Polk County and their continuous efforts to keeping the community safe.  

Jake and Ryan have been with the Polk County Sheriff’s Office for over 16 years.  They were initially hired as Detention Officers, starting their career downtown in the Polk County Jail.  Jake and Ryan were later hired as Sheriff’s Deputies and with hard work and dedication to their job, both were promoted to Detective. 

Detective Hedgecock and Detective Evans are currently assigned to the United States Marshals Southern District of Iowa Violent Fugitive Task Force. This Task Force is assigned to track down and apprehend violent fugitives. Detectives Hedgecock and Evans, under the direction of Polk County Sheriff Bill McCarthy have also been assigned the task of assisting local agencies with sex offender compliance checks which includes apprehending wanted sex offenders. 

The Scott County Sheriff reached out to Deputy Hedgecock and Evans to assist in a Scott County Sheriff’s Office Sex Offender Compliance check of 360 sex offenders.   Scott County has the second highest registered sex offenders in the state of Iowa, second to only Polk County which has 663 registered sex offenders.  Both were tasked with making sure all teams and resources were available for a successful operation. 

During the month of July 2016 Detective Hedgecock and Evans worked on a Polk County Human Trafficking case that originated in Runnells, Iowa.  They located and arrested a suspect in Runnells, and were able to locate another suspect and victim in Carver County, Minnesota.  Detectives Hedgecock and Evans conducted a search warrant and gathered numerous electronic devices, submitting them to the Iowa Crimes against Children (ICAC) lab for forensic review.  

During the month of August, Detective Evans worked with the United States Attorney’s Office to transfer the Human Trafficking case from state to federal jurisdiction.  Detective Hedgecock and Evans assisted the families by attending the Child Protection Center interviews to ensure the children’s safety. 

Between the months of August and October Detective Hedgecock and Evans assisted with locating and apprehending 98 federal fugitives and 53 state fugitives.  

Detective Hedgecock and Evans are members of the Iowa Crimes against Children (ICAC) Task force.

On Tuesday, August 23rd, shortly after 4:00 p.m. Polk County deputies responded to 320 NW 54th Avenue on a death investigation of a man and woman, along with a dog who were all found deceased inside the home during a welfare check. 

The male was identified as 26 year old Raymond Lee Silbaugh III of Des Moines; the female was identified as 42 year old Alicia Marie Arpy of Des Moines. 

The Polk County Medical Examiner’s Office has ruled on the manner and cause of death for Raymond Silbaugh and Alicia Arpy; the manner of death was ruled as an accident, the cause of death was ruled as inhalation of products of combustion – with elevated Carbon Monoxide levels. 

The home at 320 NW 54th Avenue did not have electricity; Polk County Sheriff’s Office detectives located a generator inside the residence during their investigation which may directly be linked to the cause and manner of death of Silbaugh and Arpy.

The passenger of the Nissan Altima killed in Tuesday’s crash has been identified as 28 year old Stephen Graber of Pleasant Hill; the driver, 23 year old Dylan Winker of Waukee remains in the hospital. 

The driver of the Nissan Pathfinder, 72 year old Brownnie Polley and his passenger 70 year old Cheryll Polley also remain in the hospital. 

This accident remains under investigation; charges are pending in this case.

Iowa Law Enforcement Officers will increase their presence in the area of eastern Polk County on the evening of October 14th for an event organized by the Central Iowa Traffic Safety Task Force, (CITSTF), and Governor’s Traffic Safety Bureau, (GTSB). 

Law Enforcement Officers from many central Iowa jurisdictions will be enforcing all traffic laws while paying close attention to seatbelt usage and speed awareness.  

Statistics show that wearing seat belts saves lives and following traffic laws reduces the number and severity of motor vehicle accidents.  These projects are intended to raise awareness of safe driving habits in order to save lives.

Polk County, IOWA

 Polk County Sheriff's deputies responded to a two vehicle head-on collision leaving one person dead and sending three others to the hospital.  The accident occurred just after 9:30 p.m. on Tuesday, October 11th near the 7100 block of NE University Avenue, just east of Pleasant Hill.  

Witnesses stated that a Nissan Pathfinder traveling westbound was struck head-on by a Nissan Altima traveling eastbound in the westbound lanes near the 7100 block of NE University Avenue. 

The driver and a passenger in the Pathfinder were transported to a local hospital.  The driver of the Altima was also transported to the hospital, his adult passenger was pronounced dead at the scene.  The names and conditions of those involved are not being released at this time pending the notification of family. 

The accident remains under investigation; accident investigators are determining whether alcohol played a role in this collision.  

Additional information will be released as soon as it is available.

Polk County Sheriff’s Office supervisors, under the direction of Sheriff Bill McCarthy and NOBLE Region IV Vice President Brenda G. Andrews, are in the beginning stages of creating a NOBLE chapter here in Iowa.  Polk County Sheriff’s Sergeant Keith Onley, Sergeant Amos Holt, Captain Robert Stanton, and Iowa 5th Judicial District Division Manager Art Rabon are working together in a joint effort to create a NOBLE chapter here in Polk County, Iowa. 

The National Organization of Black Law Enforcement Executives (NOBLE) is an international organization that represents African-Americans in law enforcement. NOBLE is committed to making a difference worldwide with Justice by Action. NOBLE is an organization that has been called on by the Executive Branch of government to be a leader on many initiatives in the area of law enforcement, corrections, and even social issues throughout the country. 

NOBLE is directed towards African-Americans in law enforcement; however diversity is a key issue; NOBLE memberships span all races, cultures, and religions. NOBLE has nearly 60 chapters, represents over 3,000 members worldwide and serves more than 60,000 youths. 

A NOBLE chapter here in Polk County would assist in recruitment efforts and vastly increase diversity within the Iowa Law Enforcement community.  NOBLE also helps train law enforcement officers, bridges racial divides, and helps create strong voices within our communities.

On Sunday, September 18th, 2016, just before 9:00 a.m. Polk County Sheriff’s deputies responded to the Highland Park Little League Complex located at 4700 NW Morningstar Drive on what was discovered to be a vehicular assault on two men. 

The driver of the truck remains hospitalized; he has been identified as 40 year old Chad Winninger of Monroe.  Winninger is facing charges of Willful Injury causing Serious Injury, Willful Injury causing Bodily Injury, Criminal Mischief 1st degree and three (3) counts of Interference with Official Acts causing Bodily Injury. 

The two victims struck by the truck have been identified as 49 year old Dean Bradham of Sioux City and 56 year old Edwin Sullivan of West Des Moines.  Bradham was treated and released at the scene.  Sullivan remains in critical condition at a local hospital. 

Polk County Sheriff’s Office Detectives are currently investigating this incident.  Due to the continuing investigation, no further details are available at this time.

One man is in custody after striking two men with his truck at the Highland Park Little League. 

On Sunday, September 18th, 2016, just before 9:00 a.m. Polk County Sheriff’s deputies responded to the Highland Park Little League located at 4700 NW Morningstar Drive reference an accident involving a truck that had collided with a concession stand.   While responding to the scene deputies discovered that the truck hit two men before colliding into the concession stand. 

The driver of the truck was seen walking in the middle of Morningstar Drive away from the scene.  When deputies approached the suspect, he began fighting with officers.  With the assistance of the Iowa State Patrol and the Des Moines Police Department, deputies were able to take the man into custody.  The driver was transported to a hospital to be examined. 

One victim was treated and released at the scene, while the other victim remains in critical condition at a local hospital. 

Polk County Sheriff’s Office Detectives are currently investigating this incident.  Due to the continuing investigation, no further details are available at this time.

Polk County Sheriff's deputies responded to a two vehicle fatality collision Monday night involving a car and a motorcycle.  The accident occurred just before 7:00 p.m. on Monday, September 5th near the 14200 block of NE 74th Street.  

Witnesses stated that a Nissan Juke was traveling northbound on NE 74th Street when it was struck head-on by a southbound Harley Davidson motorcycle.  The Harley Davidson motorcycle was traveling eastbound on NE 142nd Avenue rounding a curve southbound on NE 74th street when it entered the northbound lane before striking the Nissan.  

The driver of the motorcycle was pronounced dead at the scene.  The driver and two occupants of the Nissan were transported to a local hospital with non-life threatening injuries.  Names are not being released at this time pending the notification of family. 

This accident remains under investigation; additional information will be released as soon as it is available.

The driver of the motorcycle killed in Monday’s crash has been identified as 50 year old Gene Romero of Bondurant.  

The driver of the Nissan has been identified as 46 year old Jade Robinson.  Ms. Robinson, along with her two occupants, 31 year old Noah Reyman and a 5 year old child, all from Nevada have been treated and released from the hospital. 

This accident remains under investigation.  No charges have been filed in this case.

The Polk County Sheriff’s Office is currently conducting an investigation into the attempted suicide of 30 year old Tony Allen of Des Moines, who was in custody at the Polk County Jail.

On Thursday, August 25th, 2016 at 10:50 a.m. staff members of the Polk County Jail, as well as on-site medical staff responded to a radio transmission requesting assistance from an officer who found an unconscious adult male.  Jail staff and medical personnel initiated life-saving measures and called for an ambulance. 

Mr. Allen was transported to Mercy hospital by Des Moines Fire/Rescue; he later died on Friday, August 26th at 3:44 p.m.

Mr. Allen was booked into the Polk County Jail on August 22nd, 2016, at 1:41 a.m. on charges of Domestic Assault 3rd Offense and Interference with Official Acts.

The Polk County Sheriff’s Office extends our deepest sympathy to the family and friends of Mr. Allen.

The patient was transported to a local hospital by Des Moines Fire/Rescue, his name and condition has not been released pending the notification of family. 

Currently, a joint investigation is being conducted by the Polk County Sheriff’s Office and the Iowa Division of Criminal Investigation.  The State Jail Inspector was also notified.

On Tuesday, August 23rd, shortly after 4:00 p.m. Polk County deputies responded to 320 NW 54th Avenue on a death investigation of a man and women, along with a dog who were all found deceased inside the home during a welfare check. 

The male has been identified as 26 year old Raymond Lee Silbaugh III of Des Moines; the female is identified as 42 year old Alicia Marie Arpy of Des Moines. 

The cause and manner of death are pending the completion of an autopsy which is scheduled for Thursday.  During the preliminary investigation no obvious signs of trauma were discovered and there is no threat to the community in this case.

There has been a SIGNIFICANT INCREASE in fraudulent phone scams being reported across Polk County over the past year.  We at the Polk County Sheriff’s Office are seeing multiple people fall victim to a variety of phone scams, predominantly victimizing our senior citizens. We want to remind everyone to be aware of these scams and to be watchful for what is occurring.  The exact number of different scams out there is unknown however they all seem to revolve around one nexus; in most cases the criminal involved in these scams are threatening immediate action or arrest unless immediate payment is made over the phone. 

Here are a few of the more popular scams being reported:

 

FAMILY MEMBER IN JAIL PHONE SCAM

This phone scam involves a criminal who identifies themselves as a family member and/or Law Enforcement Officer requesting money.  The suspect in this case states that a family member has been involved in an accident or has been arrested for a crime and needs money to be released from jail and/or the hospital.  

The suspect informs the victim to send a MoneyGram for a sum of money (i.e. $2,000) to an unknown individual.  A short time after the victim sends the money to the suspect, the suspect calls and requests additional money stating someone was injured/died as a result of the accident/arrest, or for additional medical or for the purchase of a rental vehicle. 

This is a scam that has been going around for a few years.  If you received calls of this nature please report them to your local law enforcement agency.

 

IRS PHONE SCAM:

This scam involves a criminal who identifies themselves as an employee of the Internal Revenue Service (IRS).  The suspect in this scam tells the victim they owe back taxes, and immediate payment is required to avoid arrest. 

If you receive calls of this nature hang up and do not call the given number back.  Please contact the Treasury Inspector General for Tax Administration (TIGTA) to report the call. Use their “IRS Impersonation Scam Reporting” web page:

You can also call 1-800-366-4484.

JURY DUTY PHONE SCAM:

This scam involves a criminal who identifies themselves as Polk County Deputy “Jim Lewis”.  The suspect in this case advises the victim(s) that they owe money ($2,500) for failing to show up for jury duty.  The victims are threatened with a fine ($400/day) until the money is paid in full. 

Neither the Polk County Sheriff’s Office, nor any of its employees will call any citizen by phone demanding money.  If you received calls of this nature please report them to your local law enforcement agency.

 

UTILITY PHONE SCAM:

This scam involves a criminal who identifies themselves as a utility employee.  The suspect in this case tells the victim(s) that they are late in making their monthly utility payment.  The suspect demands immediate payment over the phone or their utility service will be disconnected. 

If you receive a call of this nature please hang up and contact your utility service at the listed number published in the phone book or on their website to verify.

 

LAWSUIT PHONE SCAM:

This scam involves a call from a recorded service stating that a federal law suit will be filed and that the County Sheriff will come and arrest you if you do not take action immediately and call the listed number back.  The number given in the reported calls is a (804) area code, however this number could change. 

If you receive this type of call hang up and do not call the given number back.

These incidents, along with any similar incidents are indeed false. 

This type of activity is a crime and will be investigated and taken very seriously.  Anyone receiving this type of telephone notification should not comply with payment. If a call like this is received, don’t offer revealing personal information and ask specific questions. Anything suspicious in nature should be reported to local law enforcement. 

Please be vigilant and spread the word to your friends, family and coworkers.

On Monday, July 25th the Polk County Medical Examiner’s Office completed the autopsy of Mason Wyckoff. Dr. Gregory Schmunk with the Polk County Medical Examiner’s Office ruled Mason’s cause of death as acute Oxycodone toxicity; Mason’s manner of death was ruled a homicide. 

On Friday, July 29th the Polk County Medical Examiner’s Office completed the autopsy of Stephanie Erickson. Dr. Schmunk ruled Stephanie’s cause of death as acute Oxycodone toxicity; Stephanie’s manner of death was ruled a suicide. 

Polk County Detectives along with the Iowa Division of Criminal Investigation are in the process of completing their investigation into this incident.  An updated press release will be sent out at the completion of the investigation.

In their efforts to make Iowa’s roads a safer place to travel, law enforcement agencies in central Iowa and the Governor’s Traffic Safety Bureau, (GTSB), have organized a traffic project scheduled to take place in eastern Polk County on Friday, August 12 and Saturday, August 13.  Officers involved will be focusing on impaired driving.  Motorists are encouraged to plan ahead; if your night involves alcohol, choose a reliable designated driver.  

A goal of the Central Iowa Traffic Safety Task Force, (CITSTF), is to decrease the number of vehicle crashes and injuries to motorists.  One way to accomplish this is by removing dangerous drivers from Iowa’s roads.  The safety of Iowans and those who travel through this great state is paramount; please remember to drive safely, plan ahead, and obey traffic laws.

The juvenile male was pronounced dead at the scene, he was identified as 2 year old Mason Wyckoff.  The unconscious female was transported to a local hospital; she has been identified as 33 year old Stephanie Erickson, the mother of Mason.  Mason and Stephanie both reside at 303 NW Valley View Drive in Grimes.

On Friday July 22nd, 2016, at 10:09 a.m., The Polk County Sheriff’s Office along with Johnston-Grimes Fire and Rescue responded to a residence in the 300 blk of NW Valleyview Drive in Grimes on a call of an unresponsive juvenile and adult female.  Upon arrival, Deputies discovered the body of a deceased male juvenile and an adult female who was unresponsive. 

The adult female was transported to a local hospital in serious condition.  

The Polk County Sheriff’s Detectives along with The Iowa Division of Criminal Investigation are continuing to investigate.

Polk County Detectives, along with the assistance of the United States Marshals Service (U.S.M.S.) executed a search warrant at a Runnells home which led to the arrest of 50 year old Michael Lee Williams of Runnells, and the filing of arrest warrants for 48 year old Cynthia Mitteness of Mayer, Minnesota. 

On Thursday, July 7th Polk County Detectives received information from a Carver County Minnesota Detective that a sex abuse case occurred in Polk County in early June of 2016 which was discovered by the father of a 9 year female Minnesota resident after seeing alarming social media messages between his wife, Cynthia Mitteness and Michael Williams which led to this investigation. 

Williams is charged with engaging in sexual acts with the victim whom Mitteness had knowledge of and facilitated.  On Friday, July 8th Williams was arrested and charged with Human Trafficking, Sexual Exploitation of a Minor, Lascivious Acts with a Child and Enticing a Minor.  Mitteness, who lives in Minnesota was arrested by Minnesota authorities, warrants for her arrest were filed in Polk County on charges of Human Trafficking, Sexual Exploitation of a Minor, Lascivious Acts with a Child, Enticing a Minor and Neglect/Abandonment of a Dependant. 

Williams is a convicted sex offender on the Iowa Sex Offender Registry.  He is currently being held in the Polk County Jail.  

Please note that a criminal charge is merely an accusation and that a defendant is not guilty until and unless determined by a court of law.

The Polk County Sheriff’s Office would like to congratulate Chief Tim Krum and Chief Kevin Schneider on their most recent accomplishment.  Both recently graduated from Northwestern University’s Center for Public Safety School of Police Staff and Command.  This 10 week program, which was implemented by the Center for Public Safety in 1983, has graduated over 16,000 students both nationally and internationally. 

The School of Police Staff and Command provides upper-level college instruction in a total of twenty-seven core blocks and additional optional blocks during each session.  The major topics of study include: Leadership, Human Resources, Employee Relations, Organizational Behavior, Applied Statistics, Planning and Policy Development, Budgeting and Resource Allocation. 

Each student is academically challenged through written examinations, projects, presentations and quizzes in addition to a staff study paper that are all required parts of the curriculum.  Upon successful completion, students may be awarded a total of 6 units of undergraduate credit from Northwestern University in Evanston, Illinois 

The Center for Public Safety was established at Northwestern University in 1936 with the specific goal of expanding university-based education and training for the Law Enforcement Community.

Law Enforcement Officers from many central Iowa jurisdictions will be enforcing all traffic laws while paying close attention to seatbelt usage and speed awareness.  

Statistics show that wearing seat belts saves lives and following traffic laws reduces the number and severity of motor vehicle accidents.  These projects are intended to raise awareness of safe driving habits in order to save lives.

The Polk County Sheriff’s Office is currently conducting an investigation into the death of 50 year old Linda Spencer of Des Moines, who was in the custody of the Polk County Jail. 

On Thursday, June 9, 2016 at 5:19 p.m. Polk County Jail staff members found an unconscious female, identified as Linda Spencer.  Jail staff and medical personnel initiated life-saving measures and were able to revive Ms. Spencer before she was transported by Fire/Rescue.  She was later pronounced dead at the hospital. 

Ms. Spencer was booked into the Polk County Jail on June 9, 2016, at 10:35 a.m.  She was taken into custody earlier that morning by Sheriff’s deputies at the Polk County Courthouse, after she was sentenced to serve 29 days in jail on a charge of possession of methamphetamine.  

The Polk County Sheriff’s Office and the Iowa Division of Criminal Investigation will be working jointly throughout this investigation; more information will be released upon its completion.

 On Wednesday, June 8th Polk County Deputies took a report of a possible attempted child abduction that occurred near the 5300 block NW Meredith Drive in Des Moines at around 8:00 p.m.  The 14 year old female victim told deputies that while she was walking east near the intersection of NW Meredith Drive and NW 53rd Court a black male jumped out of a gray car and started chasing her.

The 14 year old girl ran into a house and told the occupants to call the police.  At that time the suspect quit running after her and was seen fleeing north on NW 53rd Court in the gray car. 

The suspect is only described as a black male, 25-30 years old, bald, wearing a white shirt.  The suspect was driving an unknown make/model gray car with no hood and a loud or defective muffler.

Certain divisions of the Polk County Sheriff’s Office will be closed Monday, February 15, 2016. Services that will be interrupted include visitation at the Polk County Jail, the processing of weapons permits, access to public information and records, as well as duties of the Civil Division.

Video visitation for inmates at the Polk County Jail will not be available February 15th. However, the schedule for remote (internet service) visits will be available through www.iwebvisit.com.
