Iowa Law Enforcement Officers from many Central Iowa jurisdictions will be increasing their presence in/around the Saylorville Lake area on the evening of Saturday, July 23rd for an event organized by the Central Iowa Traffic Safety Task Force, (CITSTF), and the Governor’s Traffic Safety Bureau, (GTSB).  Officers will be enforcing all traffic laws however the main focus will be on impaired drivers and seatbelt usage. 

It is important to remember to arrange for a reliable sober driver if you plan on drinking alcohol.  Planning for a night out should include safe transportation.  Removing impaired and dangerous drivers from behind the wheel is just one way to curb the number of traffic fatalities and injuries. 

 We remind Iowans to buckle up and drive safely!

The Polk County Sheriff’s Office is investigating a significant increase on reports of credit/debit card fraud. Over the past three days we have received over 16 reports of fraudulent activity on debit/credit cards, with a saturation of those reports taking place in the City of Bondurant.

We are asking everyone to please pay close attention frequently to your credit/debit card statements and report any suspicious activity to your local law enforcement agency immediately.

Our detectives are working diligently on all these cases and we will keep you posted as more information becomes available.

Polk County Detectives, along with the assistance of the United States Marshals Service (U.S.M.S.) executed a search warrant at a Runnells home which led to the arrest of 50 year old Michael Lee Williams of Runnells, and the filing of arrest warrants for 48 year old Cynthia Mitteness of Mayer, Minnesota. 

On Thursday, July 7th Polk County Detectives received information from a Carver County Minnesota Detective that a sex abuse case occurred in Polk County in early June of 2016 which was discovered by the father of a 9 year female Minnesota resident after seeing alarming social media messages between his wife, Cynthia Mitteness and Michael Williams which led to this investigation. 

Williams is charged with engaging in sexual acts with the victim whom Mitteness had knowledge of and facilitated.  On Friday, July 8th Williams was arrested and charged with Human Trafficking, Sexual Exploitation of a Minor, Lascivious Acts with a Child and Enticing a Minor.  Mitteness, who lives in Minnesota was arrested by Minnesota authorities, warrants for her arrest were filed in Polk County on charges of Human Trafficking, Sexual Exploitation of a Minor, Lascivious Acts with a Child, Enticing a Minor and Neglect/Abandonment of a Dependant. 

Williams is a convicted sex offender on the Iowa Sex Offender Registry.  He is currently being held in the Polk County Jail.  

Please note that a criminal charge is merely an accusation and that a defendant is not guilty until and unless determined by a court of law.

The Polk County Sheriff’s Office would like to congratulate Chief Tim Krum and Chief Kevin Schneider on their most recent accomplishment.  Both recently graduated from Northwestern University’s Center for Public Safety School of Police Staff and Command.  This 10 week program, which was implemented by the Center for Public Safety in 1983, has graduated over 16,000 students both nationally and internationally. 

The School of Police Staff and Command provides upper-level college instruction in a total of twenty-seven core blocks and additional optional blocks during each session.  The major topics of study include: Leadership, Human Resources, Employee Relations, Organizational Behavior, Applied Statistics, Planning and Policy Development, Budgeting and Resource Allocation. 

Each student is academically challenged through written examinations, projects, presentations and quizzes in addition to a staff study paper that are all required parts of the curriculum.  Upon successful completion, students may be awarded a total of 6 units of undergraduate credit from Northwestern University in Evanston, Illinois 

The Center for Public Safety was established at Northwestern University in 1936 with the specific goal of expanding university-based education and training for the Law Enforcement Community.

Iowa Law Enforcement Officers will increase their presence in the Altoona area on the evening of June 16th for an event organized by the Central Iowa Traffic Safety Task Force, (CITSTF), and Governor’s Traffic Safety Bureau, (GTSB). 

Law Enforcement Officers from many central Iowa jurisdictions will be enforcing all traffic laws while paying close attention to seatbelt usage and speed awareness.  

Statistics show that wearing seat belts saves lives and following traffic laws reduces the number and severity of motor vehicle accidents.  These projects are intended to raise awareness of safe driving habits in order to save lives.

The Polk County Sheriff’s Office is currently conducting an investigation into the death of 50 year old Linda Spencer of Des Moines, who was in the custody of the Polk County Jail. 

On Thursday, June 9, 2016 at 5:19 p.m. Polk County Jail staff members found an unconscious female, identified as Linda Spencer.  Jail staff and medical personnel initiated life-saving measures and were able to revive Ms. Spencer before she was transported by Fire/Rescue.  She was later pronounced dead at the hospital. 

Ms. Spencer was booked into the Polk County Jail on June 9, 2016, at 10:35 a.m.  She was taken into custody earlier that morning by Sheriff’s deputies at the Polk County Courthouse, after she was sentenced to serve 29 days in jail on a charge of possession of methamphetamine.  

The Polk County Sheriff’s Office and the Iowa Division of Criminal Investigation will be working jointly throughout this investigation; more information will be released upon its completion. 

The Polk County Sheriff’s Office extends its deepest sympathy to the family and friends of Linda Spencer.

 On Wednesday, June 8th Polk County Deputies took a report of a possible attempted child abduction that occurred near the 5300 block NW Meredith Drive in Des Moines at around 8:00 p.m.  The 14 year old female victim told deputies that while she was walking east near the intersection of NW Meredith Drive and NW 53rd Court a black male jumped out of a gray car and started chasing her.

The 14 year old girl ran into a house and told the occupants to call the police.  At that time the suspect quit running after her and was seen fleeing north on NW 53rd Court in the gray car. 

The suspect is only described as a black male, 25-30 years old, bald, wearing a white shirt.  The suspect was driving an unknown make/model gray car with no hood and a loud or defective muffler.

Credit card skimming devices were discovered inside two Grimes gas pumps this afternoon.  The devices were plugged into a card reader inside the gas pumps at the BP gas station located at 1905 SE 37th Street in Grimes, just off Highway 141.  A pump technician discovered the device while doing maintenance, immediately reporting it to law enforcement.  

Customers that used a credit or debit card at the Grimes BP are being asked to check their bank statements immediately for any discrepancies. 

These devices are becoming more and more difficult to detect, as some skimmers are being placed inside the gas pumps instead of fitting over the outside of the pump card reader.  If you must pay at the pump, check the tamper-proof stickers on the gas pump panel to ensure that they are unbroken.  Always check your bank statements regularly for unfamiliar charges. 

A similar device was discovered in a Bondurant Git n’ Go gas pump on Tuesday.

We want citizens to be aware of these scams and to be watchful for what is occurring.  The exact number of different scams out there is unknown however they all seem to revolve around one nexus; in most cases the criminal involved in most of these scams are threatening immediate action or arrest unless immediate payment is made over the phone. 

Here are a few of the more popular scams being reported: 

IRS PHONE SCAM: 

This scam involves a criminal who identifies themselves as an employee of the Internal Revenue Service (IRS).  The suspect in this scam tells the victim they owe back taxes, and immediate payment is required to avoid arrest. 

If you receive calls of this nature hang up and do not call the given number back.  Please contact the Treasury Inspector General for Tax Administration (TIGTA) to report the call. JURY DUTY PHONE SCAM:

This scam involves a criminal who identifies themselves as Polk County Deputy “Jim Lewis”.  The suspect in this case advises the victim(s) that they owe money ($2,500) for failing to show up for jury duty.  The victims are threatened with a fine ($400/day) until the money is paid in full. 

Neither the Polk County Sheriff’s Office, nor any of its employees will call any citizen by phone demanding money.  If you received calls of this nature please report them to your local law enforcement agency. 

UTILITY PHONE SCAM: 

This scam involves a criminal who identifies themselves as a utility employee.  The suspect in this case tells the victim(s) that they are late in making their monthly utility payment.  The suspect demands immediate payment over the phone or their utility service will be disconnected. 

If you receive a call of this nature please hang up and contact your utility service at the listed number published in the phone book or on their website to verify. 

LAWSUIT PHONE SCAM: 

This scam involves a call from a recorded service stating that a federal law suit will be filed and that the County Sheriff will come and arrest you if you do not take action immediately and call the listed number back.  The number given in the reported calls is a (804) area code, however this number could change. 

If you receive this type of call hang up and do not call the given number back.

These incidents, along with any similar incidents are indeed false. 

This type of activity is a crime and will be investigated and taken very seriously.  Anyone receiving this type of telephone notification should not comply with payment. If a call like this is received, don’t offer revealing personal information and ask specific questions. Anything suspicious in nature should be reported to local law enforcement.

Certain divisions of the Polk County Sheriff’s Office will be closed Monday, February 15, 2016. Services that will be interrupted include visitation at the Polk County Jail, the processing of weapons permits, access to public information and records, as well as duties of the Civil Division.

Video visitation for inmates at the Polk County Jail will not be available February 15th. However, the schedule for remote (internet service) visits will be available through www.iwebvisit.com.

This type of call is completely false, and is new type of phone scam.  If you receive this type of call, hang up and do not call the given number back and never give any information over the phone. 

No local law enforcement agency collects money for the courts, grand jury or on any warrants.  No law enforcement agency will ever use a criminal charge or contempt charge as something that can be taken care of or be made to go away if someone pays money.   

If you receive a call similar to this, hang up, call your local law enforcement agency and report the information. This type of activity is a crime and will be investigated and taken very seriously.

We are very proud to announce that the Polk County Jail has excelled in four critical jail inspections conducted by the American Correctional Association (ACA), Immigration Custom Enforcement (ICE), Prison Rape Elimination Act (PREA) and the United States Marshals Service (USMS) between May 2015 through January of 2016. 

Auditors and Inspectors with these entities were invited into the Polk County Jail to conduct an examination of our facility.  The purpose of these examinations is to ensure that our facility is meeting/exceeding jail standards and is in compliance with State and Federal laws. 

During the ACA inspection, auditors stated that our “facility is outstanding” and the staff at the Polk County Jail are “very professional”.  They were very impressed with the professional interactions between staff members and jail inmates, and went on to say that the Polk County Jail is a “safe, secure and quiet” facility. 

It is undoubtedly due to the efforts put forth by all PCJ employees that these inspections went so well, every employee has a lot to be proud of. 

Sheriff McCarthy, Chief Krum and Captain Williams were elated by all the positive comments made by the auditors/inspectors regarding our facility, especially all the positive comments made about the employees within the Polk County Jail.  

Sheriff McCarthy told the ACA auditors that he is very proud of the staff and the hard work that they do to make this organization as safe and professional as possible.
