A collaboration of public and private organizations in the Des Moines area working to prepare healthcare systems for emergencies and disasters, enhancing community resilience.

Enhance the health and wellbeing of Polk County residents by engaging health care agencies through collaboration, coordination, mitigation, prevention, protection, response and recovery operations relating to public health and medical service events.

Establish a resilient, interconnected health care system that is accessible to all Polk County residents before, during and after disasters.

Emergency Support Function 8 - Public Health & Medical Services 

Emergency Support Function (ESF) #8 focuses on Public Health and Medical Services.  It provides a framework for assistance to our community at the local, state and federal level during disasters or emergencies that impact public health and medical care.  Each year, various members of the coalition will work to review and update different sections of ESF 8. 

2025 ESF#8-I Medical Surge has been collaboratively developed to ensure our local medical facilities can handle unexpected increases in patient volume that can occur in pandemics, natural disasters, or mass casualty incidents.   Below is a Surge Response Chart and the ConOps for the plan. 

2026 ESF#8-C Epidemiological Surveillance and Investigation review is currently underway.
