Iowa Homeland Security and Emergency Management Department (HSEMD)
The goal of the HSEMD training program is to prepare those involved in emergency management to effectively protect, prevent, mitigate, respond to and recover from all hazards.
The program provides training to enhance core emergency management capabilities of local emergency management coordinators, fire department, law enforcement, EMS, public officials, public works, schools, hospitals, volunteers, business and industry personnel, and others in the emergency management system.
Training needs are identified annually by assessing current emergency management capabilities at the local and state level. Capability gaps are identified and prioritized, then training is provided to address those gaps. The HSEMD training program utilizes federal, state and local resources to provide quality training in Iowa.
This course prepares students to effectively, appropriately, and safely plan for and respond to a disaster incident involving children, addressing the specific needs of pediatric patients in the event of a community based-incident. Pediatric specific planning considerations include mass sheltering, pediatric-triage, reunification planning and pediatric decontamination considerations. This is not a hands-on technical course, but instead a management resource course for stakeholders.
Familiarity with the National Incident Management System (NIMS) and the Incident Command System (ICS) via completion of study courses IS-100, IS-200, IS-700, and IS-800 (or equivalents) is recommended

This course focuses on the First Responder and how to use a meter properly, understand the readings they see, and the implications of such on emergency responses. Students will participate in Lecture, Case Studies, and Hands-On meter training involving DOT transported chemicals. Upon completion of this course the First Responder will learn about calibration and bump testing importance, and peak readings, STEL, and fresh air calibration. The students will learn about each individual sensor in the 4-Gas Meter (LEL, O2, CO, H2S) so they better understand what their meter is telling them while on an emergency response on highway tanker accidents, as well as gas leaks, confined space, CO and other calls where first responder safety could be at risk. They will understand and physically experience the meter alarms during the course with meters that are brought with us for your First Responders to use.

This 3-day course will examine the role, design, and function of the Emergency Operations Center (EOC) and their supportive relationship as a NIMS Command and Coordination component a Multi-Agency Coordination System. Provide training about staffing, organization, information, systems, communications, and equipment needs at the EOC, such activating and deactivating, operations, as well as training and exercising. Focus on the role of an EOC as one of four NIMS Command and Coordination Structures.

This course in the National Emergency Management Basic Academy is designed to provide the participants with an overview of scientific principles and concepts that shape our increasingly dangerous world. The contents of the course includes:
- Introduction to Science of Disaster provides a definition and benefits of science
- Earth Science & National Hazards describes how the Earth’s design sets the stage for the world’s natural hazards
- Science of Natural Hazards describes the scientific basis of common natural hazards
- Prediction gives us the capability to expect the unexpected
- Physical Science and Implications for Emergency Management identifies how emergency management can benefit from knowledge of the physical science of hazards
- Biological & Chemical Threats identifies the scientific basis of biological and chemical threats.
- Explosive Threats identifies the scientific basis of those threats
- Radiological & Nuclear Threats identifies the scientific basis of those threats

In this course participants will learn how to develop a roadmap for progress toward the National Preparedness Goal by facilitating the development of resilience considerations and involving essential community critical infrastructure partners. Participants will learn how to formulate considerations for the resilience of community assets that leverage cross-sector partnerships. These considerations enhance the whole community’s ability to manage the risk associated with critical infrastructure protection efforts. Participants will have an opportunity to practice the practical skills necessary to formulate considerations in the local community.

This awareness-level course will explore cybersecurity and cyber hygiene, and demonstrate how cyber attacks can impact, prevent, and/or stop business operations and emergency responses. Participants are introduced to common cybersecurity terminology, fundamental cyber threats and vulnerabilities that can impact individuals and organizations, and best practices and cyber hygiene techniques for securing personal and organizational data, software, and hardware.
