Iowa Homeland Security and Emergency Management Department (HSEMD)

The goal of the HSEMD training program is to prepare those involved in emergency management to effectively protect, prevent, mitigate, respond to and recover from all hazards.

Available Courses Statewide

The program provides training to enhance core emergency management capabilities of local emergency management coordinators, fire department, law enforcement, EMS, public officials, public works, schools, hospitals, volunteers, business and industry personnel, and others in the emergency management system.

Training needs are identified annually by assessing current emergency management capabilities at the local and state level. Capability gaps are identified and prioritized, then training is provided to address those gaps. The HSEMD training program utilizes federal, state and local resources to provide quality training in Iowa.

ICS 300: Intermediate ICS For Expanding Incidents (Wapello County Hosted)

This course provides training on and resources for personnel who require advanced application of the Incident Command System. This course expands upon information covered in the ICS-100 and ICS-200 courses.

This course is open to first responders, public works, jurisdictional executives, hospital leadership, non-profits, and anyone else that may be required to perform intermediate ICS duties.

ICS 400: Advanced Incident Command System (Wapello County Hosted)

This 2-day course provides training on and resources for personnel who have a responsibility to function in a command post managing an expanding incident. Topics include use of an Incident Complex and Area Command, and the interactions between Multi-Agency Coordination (MAC) entities.

The target audience includes experienced senior emergency management personnel who may perform in a management capacity for major or complex incidents. Individuals who may serve as the Incident Commander, as a member of a Unified Command, or as members of the Command or General Staff, or Multiagency Coordination Group/Emergency Operations Center (EOC) management for incidents that may use an Area Command.
