Weatherization Assistance

The Housing Services Division operates a Weatherization Assistance Program that provides services to homeowners and renters residing in Polk County (includes all cities within Polk County) to assist with reducing energy usage and energy bills. The Weatherization Assistance Program takes an in-depth look into the several health/safety items, air infiltration, insulation value, mechanical system and appliance performance, along with lighting and water saving measures at your home.

This program is administered in Polk County on behalf of the State of Iowa Weatherization Assistance Program by the Housing Services Division.

These services are free of charge to clients and eligibility is based upon household income. (clients must be at or below 200% of the Federal Poverty Level or approved for the LIHEAP program.)  To qualify for the LIHEAP program and you live in West Des Moines:  Applications may be made by contacting West Des Moines Human Services or by calling (515)222-3660.

All other areas within Polk County:  Applications may be made at any LIHEAP Outreach Office or by calling (515)518-4470.

Priority for homes to be weatherized is determined by a state matrix that includes fuel usage and household data.

If you qualify for assistance and the program is at your priority, Housing Services staff will contact you to schedule a time to meet you at your home to perform the initial evaluation. Polk County will then hire a qualified contractor to perform the work on your home. Finally, staff will inspect the work completed to ensure it meets quality control standards.
