Emergency Support Functions

Background

Emergency Support Functions (ESFs) is the grouping of governmental and certain private sector capabilities into an organizational structure to provide support, resources, program implementation, and services that are most likely needed to save lives, protect property and the environment, restore essential services and critical infrastructure, and help victims and communities return to normal following domestic incidents.

  • ESF #4 - Firefighting Coordination and collaboration of countywide fire service activities. Identifies the actions of involved entities during threatened or actual fires in Polk County.
  • ESF #5 - Emergency Management Details the procedures, responsibilities and operations for emergency management before, during and after an imminent or actual emergency or disaster.
  • ESF #6 - Mass Care and Human Services Framework for the mass care resources and services, emergency care and sheltering assistance, and basic human services for survivors.
  • ESF #7 - Resource Support Guidance for coordinating logistical support resources such as private sector services, volunteer management, donations management and military support.
  • ESF#8 - Public Health and Medical Services Provides planning and coordination of public health, healthcare systems, and emergency response systems to minimize and/or prevent health emergencies. Provides medical care; mental health services, lab services, quarantine and isolation protocols, and mass casualty and fatality incident  management.
  • ESF #9 - Search and Rescue Organizes components of urban search and rescue, wide-area search, evacuation and other specialized life-saving search and rescue operations in Polk County.
  • ESF #10 - Hazardous Materials Delineates the responsibilities and authorities required to meet local government’s obligation to protect the health and safety of emergency responders, the public and the environment from hazardous materials produced, stored, or transported in/through Polk County.
  • ESF #11 - Agriculture, Natural Resources & Pets Connects to state and federal ag and natural resources programs during and after a disaster. Provides for the safety and well-being of household pets together with ESF#6.
  • ESF #12 - Energy Describes the relationships between the cities, county, utilities and energy providers. Also details assessment, repair and restoration of services within Polk County during and following an emergency or disaster.
  • ESF #15 - Public Information Coordination and dissemination of timely, effective and accessible public information affecting the whole community. Provide accurate, coordinated, and timely information to internal and external audiences.
